It's just not feasible for me to rebuild someone's OS image every single time this stupid problem crops up.
The only things that have ever worked for me are either rebuilding the profile (for the one, single user where it was limited to just their profile) or, in every other case, reinstalling Windows 10 and hoping the problem doesn't return. I dig through Google and find people with this exact issue going back to Windows 8 and still all I see are the same stupid fixes over and over, NONE of which have ever worked for me on any system. It's utterly ridiculous that Microsoft hasn't figured this out and fixed it yet. I've been fighting this problem with various users since we upgraded our office to Win10 and it's EXTREMELY frustrating. For one of them the first thing I tried was the 1607 update hoping it would resolve it, but unfortunately it doesn't. So far this week I've had two users who were on 1511 encounter this problem.
I'm having the exact same symptoms as the OP with those event log entries and the modern apps flashing and disappearing when you try to run them. I can confirm that 1607 does NOT resolve this issue. Several PCs in my workplace have the same problem. Has anyone else had this issue and been able to resolve it? I've tried various 'fixes' but nothing seems to work, at the moment. I've been having a few issues where, when I try to go into one of the Windows apps (calculator, photo viewer, etc), the app flashes up for a moment and then instantly shuts down.
